Altenar Prepares for Finland’s 2027 Regulated iGaming Market Launch

(Douglas).- As Finland moves from a long-standing gambling monopoly to a multi-operator licensing model, Altenar is strengthening its compliance, technology and Nordic market capabilities ahead of the July 2027 launch.

Finland is entering a new era for online gambling. After more than a decade under a monopoly model centred on Veikkaus, the country is moving towards a regulated, multi-operator framework, with licensed sports betting and online casino set to go live in July 2027.

The roadmap to market entry

The transition follows a strict, non-negotiable timeline. You need to plan your entry around these milestones:

March 2026: Applications for B2C licences opened.
July 2027: The licensed market officially goes live.
July 2028: Mandatory B2B licensing begins for all technology providers.

The new framework introduces a structured licensing model in which regulatory oversight will extend across the technology supply chain. B2C licence applications opened in March 2026, with the regulated market scheduled to launch in July 2027. From July 2028, technology providers serving licensed operators will also require a Finnish B2B licence.

This makes technology readiness a critical part of market entry. Operators will need platforms capable of meeting evolving technical requirements, supporting local reporting and compliance obligations, and adapting to the specific characteristics of the Finnish market.

The Compliance Standards Operators Need to Meet

Finland’s new licensing regime places broad compliance obligations on operators, covering financial and marketing reporting, technical oversight, regulatory monitoring and responsible gambling. Key requirements include:

●       Annual reporting covering financial performance, marketing, responsible gambling and operational development

●       Technical audits, including independent laboratory approval of gaming systems and RNG verification before launch

●       Connection to the supervisory authority’s monitoring systems

●       Gaming system requirements, with systems generally expected to be located in Finland, subject to certain exceptions

●       Responsible gambling measures, including deposit limits, self-exclusion and player behaviour monitoring, in place before launch

Failure to meet these obligations can result in sanctions ranging from financial penalties to licence revocation.

Altenar is already supporting operators preparing their B2C applications while continuously monitoring the development of the technical framework.
