(Limassol).- Chile is positioning itself as a high-potential sports betting market in Latin America, but the lack of clear regulation keeps operators in limbo while lawmakers debate Bill 14,838, a proposal that could legalize and reshape the online gambling industry.

Chile is emerging as a promising market for sports betting, but the sector remains legally uncertain. While the land-based gambling industry is regulated by the Superintendencia de Casinos de Juego (SCJ), online betting currently lacks a formal regulatory framework. In 2025, the Supreme Court of Chile ruled that private online betting operators are illegal without explicit authorization, leaving Polla Chilena de Beneficencia as the only legally authorized sports betting operator in the country.

A legislative proposal, Bill No. 14,838, has been under discussion since 2022 and aims to create a regulated but competitive online gambling market. The bill would expand the regulator’s authority, allow unlimited licenses, require local incorporation, and impose significant taxes including 20% on GGR plus additional levies for responsible gaming and sports. It would also introduce strict controls such as ISP blocking, payment blocking, and advertising restrictions for illegal operators.

From a market perspective, Chile shows strong potential. With about 20 million residents, high urbanization, stable economic indicators, and one of the fastest internet networks in the world, demand for betting services is already evident. Football is the dominant betting sport, and the core user base consists of young adults aged 18–34 who prefer single bets and profit-oriented wagering.

Despite casino games generating most of the revenue, sportsbooks play a key role in user acquisition. Features such as Bet Builder, live streaming, localized content in Chilean Spanish, and local payment options are expected to be crucial for operators once the market becomes regulated.

Closing Thoughts

Chile is moving toward regulation slowly but steadily. The Senate projects annual revenue of up to USD 60 million from legalization. Influence from neighboring markets, a newly elected president, strong betting demand, and rising cybersecurity risks caused by regulatory delays all push the iGaming Bill closer to approval. 

Although traffic currently concentrates around established brands, product expectations are moderate, and space for new champions remains. Those who prepare for Chile in advance will gain an edge in this market when it finally opens.
