(Kyev).- Ukraine is striking a decisive blow against the shadow gambling sector with unprecedented speed and force. Spearheaded by the national regulator, PlayCity, a powerful new interagency coalition has already blocked over 6,600 illegal websites this year—more than double the previous year's total.

The New Standard: Systematic Enforcement and 24-Hour Blocking

The fight against illegal gambling in Ukraine has evolved from isolated actions into a highly efficient, systematic mechanism fueled by advanced digital monitoring. The key difference lies in the unprecedented speed of enforcement. Previously, restricting an illegal platform was a bureaucratic hurdle that could take weeks or even months. Today, once PlayCity submits a request to the National Commission for the State Regulation of Electronic Communications, an illicit site can be shut down within just 24 hours.

This rapid response accelerates the disruption of the core operations of illegal gambling providers. Historically, these platforms relied heavily on networks of mirror websites and constant domain rotation to evade lengthy administrative procedures, giving them ample time to retain their customer base. Now, with the operational window drastically reduced, illegal platforms simply do not have the time to establish themselves as reliable entry points for players. This drives up the operating costs associated with maintaining uninterrupted access, ultimately crushing the profitability of their shadow business model.

Interagency Synergy and the Path to Comprehensive Regulation

This massive leap in digital enforcement was made possible by an interagency working group established by Ukraine's Ministry of Digital Transformation. By uniting the National Security and Defense Council, the National Bank of Ukraine, and various specialized telecommunications agencies, combating illegal gambling is no longer the burden of a single regulator—it is a shared national priority. The ultimate strategic objective of this powerful coalition accelerates the empowerment of internet service providers to block illicit sites within minutes of their detection, rather than the current 24-hour standard.

However, while rapid website blocking is a highly effective tool, it is only one component of the broader fight against the shadow market. To ensure a permanent reduction in illegal gambling, aggressive enforcement must be paired with comprehensive public policy. 

A truly balanced market requires clear regulations governing gambling advertising, the continuous development of responsible gambling principles, and the establishment of transparent, sustainable tax conditions for licensed operators. Only this holistic approach can deliver lasting change, ensuring the legal sector thrives while illegal operators are continuously marginalized.
