India: Goa delays new casino regulations until late 2026

(Goa).- State government says the long-awaited operational rules need further review despite recent amendments to gambling laws
The Goa government is expected to delay the implementation of new rules governing casino operations for several more months, extending uncertainty for the state's gaming industry. Although authorities recently amended the Goa Public Gambling Act, the detailed regulations needed to enforce those changes are still under preparation.
New law already raises casino entry age
While the comprehensive regulatory framework remains pending, Goa has already introduced one significant reform by increasing the minimum age for entry into casino gaming areas from 18 to 21 years. The measure is aimed at strengthening responsible gambling and applies to both onshore and offshore casinos.
Industry awaits clarity on operational framework
The delayed rules are expected to define key aspects of casino operations, licensing and regulatory oversight. Until they are finalized, operators and stakeholders will continue to rely on the existing framework while awaiting greater legal certainty from the state government.
Government seeks stronger oversight of the gaming sector
According to state officials, the forthcoming regulations will also establish clearer compliance standards and improve monitoring of casino activities. The government maintains that additional time is needed to ensure the rules are comprehensive and enforceable, balancing industry growth with consumer protection and responsible gaming objectives. Once finalized, the regulations are expected to shape the next phase of Goa's casino industry, one of India's most important gaming markets.
