(New York).- Low-risk outdoor and indoor museums, zoos, art galleries and historical sites can open in regions that reach phase four of New York’s plan to restart businesses after the coronavirus shutdown. However, casinos will remain closed.

The guidance specifically excludes high-risk activities, including amusement parks, water parks, arcades, bowling alleys, casinos, concerts, movie theaters, performing arts or other theatrical productions. Producers can also start making movies again.

Gov. Andrew Cuomo said Central New York could start phase four on Friday.

Art galleries

The new guidance does not apply to retail art galleries, which were allowed to open in phase two. Gift shops and restaurants also have separate guidance and are allowed to open.
The number of visitors and workers is limited to 33% of the capacity for a particular area at any given time. Visitors must wear face coverings. Bi-directional foot traffic should be reduced by using tape or arrows on sidewalks and walking paths.

Wednesday’s guidance also allows media production activities in regions that have reached phase four. That includes motion picture, music, television and streaming productions on set, on location or at any production or recording site.

For indoor locations, employees, cast and crew members are limited to 50% of the capacity for an area. Performers may remove face coverings during performance or when it interferes with hair, makeup and wardrobe work.

The state asks companies to consider social distancing when scouting locations to be sure they have enough space and are secure from the public.

The state continues to study malls, movie theaters and gyms, Cuomo said Wednesday.
