DGOJ presents the challenges of online gaming in Spain at the meeting of European Regulators

(Birmingham).- This meeting has served as a space for the exchange of experiences and good practices in the supervision and regulation of the gambling sector. Spain presents its experience in the fight against identity theft in online gaming at the meeting of European Regulators in Birmingham.
The Directorate General for the Regulation of Gambling (DGOJ), part of the Ministry of Social Rights, Consumer Affairs and the 2030 Agenda, has participated in an international meeting with the European Gambling Regulators of the United Kingdom, France, Italy, Germany, Portugal and Austria in Birmingham (United Kingdom).
During the meeting on Tuesday 4 March, the DGOJ participated in the round table with the presentation “Identity theft in online gaming: the experience in Spain”, where it presented the results of the Action Protocol for Impersonated Taxpayers (PACS). Spain highlighted this protocol as an example of good practice in the fight against identity theft within the online gaming sector, generating great interest among the regulators present.
Throughout the day, regulators discussed the main challenges facing the sector, addressing issues such as:
- Fighting illegal gambling, with analysis of B2B operators, the role of search engines and strategies to combat unregulated platforms.
- Responsible gaming, with an exchange of approaches on tools to identify problem gamblers.
- Artificial Intelligence applied to gaming, exploring its potential to improve supervision, detect risky behaviour and strengthen regulation.
- Legal proceedings in the European Union related to gambling, reviewing recent cases and their impact on legislation in the sector.
Attendance at the Gambling Commission Spring Conference
The second day of regulators’ work included attendance on 5 March at the UK Gambling Commission’s Spring Conference 2025, themed “Building the Bigger Picture: Evidence and Action Across Gambling”.
This event brings together regulators, operators, researchers and third sector entities in a series of presentations and expert panels, where trends and challenges in the gaming sector are addressed from a global perspective.
