AGA CEO Bill Miller's opening keynote

Bill Miller, President and CEO of the American Gaming Association (AGA), declared war on illegal prediction markets, calling them an "existential threat" and rallying the industry to defend the regulated market.

In a powerful opening address at the 26th edition of the Global Gaming Expo (G2E), Miller issued a stern warning about the dangers posed by illegal operators, with a particular focus on so-called 'prediction markets'.

An Existential and Generational Threat

Miller did not mince words in describing the challenge facing the regulated gaming industry. "We're battling prediction markets, which is a generational opponent that poses an existential threat," he stated. He drew a clear line between the legal industry, which 'knocks on the front door,' and illegal operators, whom he described as "a new group of well-funded bad guys who've kicked in the back door."

The AGA CEO harshly criticized the business model of these platforms, which operate without paying gaming taxes and openly defy state laws and tribal sovereignty. "Their message to states and tribes seems pretty straightforward: your laws don't matter, your regulators don't matter, your tax structures don't matter, your sovereignty doesn't matter," Miller declared.

 

The False Narrative of Innovation

Miller also dismantled the argument that these markets are 'innovators.' "What exactly are they innovating? Taking sports bets without gaming taxes, ignoring state gaming laws, ignoring tribal sovereignty? If any of us operated that way, law enforcement would bust down our door," he argued. Instead of innovation, Miller offered a different word to describe them: "That word is illegal."

Furthermore, he warned of the danger of these platforms promoting sports betting to young people as a form of investment, comparing their business model to that of the collapsed cryptocurrency exchange FTX. "Forget the stock market... finance your way with a 21-leg parlay," he quipped.

A United Industry: "The Bad Guys Are Losing"

Despite the gravity of the threat, Miller's tone was one of confidence and resolve. He announced that a powerful coalition is fighting back. "I stand here today with news: the bad guys are losing, and the bad guys are losing badly," he declared to applause from the audience.

He detailed that 44 attorneys general, state legislators, regulators, and tribal leaders have unified against these operators. He mentioned the existence of bipartisan legislation in Congress, called the 'Prediction Markets are Gaming Act,' and the support of key figures like Senator Ted Cruz to get these platforms out of sports betting.

Miller concluded his speech by highlighting the main advantage of the regulated industry: its legitimacy and positive contributions. "We're winning these fights because lawmakers, regulators, and the American public, they get to compare the good guys and the bad guys," he affirmed. He reminded the audience that the legal industry supports 1.8 million jobs, contributes billions in taxes, and has spent decades earning the trust of communities. "That's the gold standard of our industry, and it's everything that makes us the good guys," he finished.

LatAm Regulators Discussed Illegal Gambling and Innovation at SiGMA North America
