At the 23rd Gambling Symposium hosted by University of Hohenheim, Ronald Benter, Chairman of the Joint Gambling Authority of the Länder (GGL), addressed the ongoing evaluation of Germany’s Interstate Treaty on Gambling 2021, emphasizing the need for evidence-based conclusions as the process approaches its final stage.

Benter stressed that the evaluation must focus on whether core objectives have been achieved—particularly the reduction of illegal gambling and the prevention of problem gambling. He noted that any deviation from the original legislative framework should be backed by clear empirical evidence. According to the GGL, current supervisory data and market monitoring have not revealed significant discrepancies between the treaty’s intended outcomes and actual developments.

A central pillar of the 2021 framework—uniform licensing for online gambling—has driven substantial market transformation. The GGL reports a channelization rate of approximately 77% in the online segment, indicating that the majority of players are using regulated platforms. This figure has been supported by recent academic research, including a study presented by Fred Steinmetz during the symposium, which analyzed black market activity and player behavior.

Regulatory enforcement has also intensified, with the GGL expanding its reach across illegal operators. Nadja Wierzejewski previously outlined progress in combating unlicensed gambling, highlighting the importance of collaboration with payment providers, law enforcement, and public awareness efforts to further reduce the black market’s appeal.

On the player protection front, recent findings—including the 2025 Gambling Survey discussed at the event—indicate stable gambling behavior in Germany. Benter stated that there is currently no reliable evidence of a significant increase in problem or pathological gambling since 2023, suggesting that existing safeguards are functioning as intended.

Looking ahead, the GGL will contribute data from multiple commissioned studies to the final evaluation report, expected by the end of the year. The ultimate responsibility will then fall to lawmakers to assess the findings and determine whether regulatory adjustments to the Interstate Treaty are necessary.
