(Sofia).- From June 1–3, 2026, the Joint Gambling Authority of the German States (GGL) met with European gambling regulators at the annual Gambling Regulators European Forum (GREF) in Sofia to discuss key developments in gambling regulation. Central topics included tackling illegal gambling, protecting players, and advancing data‑driven supervision in digital markets.
GREF as a Platform for European Cooperation
The GREF Conference is regarded as a vital forum for collaboration among European gambling regulators. It brings together authorities from across Europe to exchange views on market trends, regulatory challenges, and joint solutions.
Focus on Digital Regulation and Platform Responsibility
A major theme was the regulation of digital gambling markets in the context of the European Digital Services Act (DSA). Discussions centered on how platforms that facilitate or participate in online gambling can be held more accountable.
The GGL shared its national oversight experience and emphasized the importance of clear responsibilities within digital mediation structures to ensure effective market regulation.
Combating Illegal Gambling Across Borders
Another key focus was the fight against illegal gambling offers. Participants discussed digital monitoring approaches and ways to strengthen operational cooperation between national authorities.
Priority was given to faster information exchange and the development of cross‑border enforcement mechanisms against illegal providers.
Data Analysis as the Basis for Effective Oversight
Technological developments and new business models in online gambling were also examined. Topics included platformization, new payment models, and data‑driven market structures.
A working group compared regulatory approaches to combating illegal gambling based on processed data. Despite differing national frameworks, participants agreed that reliable data and systematic analysis are essential for effective regulation and player protection.
European Cooperation Remains Essential
The GGL views GREF as a crucial platform for ongoing exchange among European regulators. From its perspective, effective gambling market regulation requires close cross‑border collaboration and mutual support in tackling illegal gambling.
