The Strict Regulatory Framework and Investment Costs

According to the legislation approved in principle by the cabinet in early 2025, the key operational and financial requirements included:

Capital Requirements: Operating entities must be Thai-registered limited or public limited companies with a minimum paid-up capital of THB 10 billion (roughly USD 290 million).

Space Allocation: The casino itself can only occupy a fraction of the complex. The rest of the integrated resort must include at least four other non-gaming businesses, such as hotels, shopping malls, sports stadiums, or amusement parks.

Licensing Fees: Licenses would be valid for 30 years (renewable for up to 10 years at a time). The initial license issuance fee was set at a staggering THB 5 billion, alongside an annual fee of THB 1 billion and a THB 5 billion renewal fee.
