Finland Attracts 50 License Applications Ahead of Online Gambling Market Launch

(Helsinki).- Finland’s planned transition to a regulated online gambling market is drawing significant interest from international operators, with authorities confirming the receipt of 50 license applications since the licensing process opened in March 2026. The strong response underscores the commercial appeal of the Nordic jurisdiction as it prepares to replace its long-standing monopoly model with a competitive licensing framework scheduled to launch in July 2027.
Operator Demand Highlights Confidence in Finland’s iGaming Potential
Finland’s gambling reform has reached a pivotal stage as operators move to secure positions in what is expected to become one of Europe’s most closely watched regulated gaming markets.
According to the National Police Board (NPB), which is overseeing the licensing process during the transition period, a total of 50 applications have been submitted since the business-to-consumer licensing framework officially opened on March 1, 2026.
The volume of submissions reflects strong confidence in the future of the Finnish online gambling market and signals that international operators are eager to establish an early presence before the market opens to competition.
Industry analysts view the response as further evidence that Finland is poised to become a major regulated jurisdiction in Northern Europe, joining a growing list of countries that have moved away from monopoly-based gambling models.
End of the Veikkaus Monopoly Draws Industry Attention
For decades, Finland’s online betting and gaming sector has been dominated by the state-owned operator Veikkaus. The upcoming reforms will end that exclusive position and introduce a licensing regime that allows private operators to compete legally under local authorization.
The transition represents one of the most significant regulatory changes in the history of the Finnish gambling industry and aligns the country with regulatory approaches already adopted in several European markets.
Market observers believe the current total of 50 applications may increase further as additional operators seek entry before licensing approvals begin to be issued.
Industry Experts Expect Even Greater Participation
Among those closely monitoring developments is Antti Koivula, Chief Compliance Officer at Hippos ATG, who believes operator interest could ultimately exceed early expectations.
According to Koivula, both the number of applications and the total number of participating companies are likely to surpass initial forecasts as the market launch approaches.
Finland’s attractiveness stems from several key factors, including its digitally connected population, high internet penetration rates, strong consumer purchasing power and long-standing familiarity with regulated gaming products.
Koivula also stressed the importance of maintaining an efficient licensing process. He encouraged operators to submit complete and accurate applications that fully comply with regulatory requirements.
In addition, he advised applicants to avoid unnecessary status inquiries, noting that repeated requests for updates can place additional pressure on regulatory resources during a period of intense administrative activity.
Regulatory Capacity Faces New Challenges
The transition from a monopoly structure to a competitive licensing environment presents significant operational challenges for regulators.
Authorities must evaluate a growing number of applications while ensuring that licensing standards, responsible gambling requirements and compliance obligations are consistently applied across all prospective operators.
The situation highlights the complexity involved in opening a previously restricted market to international competition while maintaining regulatory integrity and consumer protection standards.
Major Operators Position for Market Entry
Although regulators have not released a full list of applicants, several prominent gaming companies have already publicly confirmed their intentions to enter the Finnish market.
One of the most notable examples is LeoVegas. During a panel discussion at the Summit Valletta 2026 industry event, Fredrik Wastenson, Managing Director for the Nordics at LeoVegas, revealed that the company had submitted applications for two separate Finnish licenses.
The announcement offers an early indication of the caliber of operators seeking access to the future market and suggests that competition could be intense once licensing approvals are granted.
Industry stakeholders widely expect that additional internationally recognized gaming groups are among the 50 applications already submitted.
New Regulatory Structure Set for 2027
The new Finnish online gambling framework is scheduled to become operational on July 1, 2027.
Until that date, the National Police Board will continue overseeing licensing activities and transitional regulatory responsibilities. Once the market officially launches, authority will shift to the newly established Finnish Supervisory Agency, which will assume responsibility for licensing, compliance oversight and enforcement.
The reform is expected to reshape Finland’s gambling landscape by introducing competition into online betting and gaming while strengthening regulatory supervision and consumer protection measures.
For international operators, the strong early interest in licensing demonstrates the strategic importance of Finland as a future growth market. As the country moves closer to liberalization, the race to secure market share is already underway, making Finland one of the most closely watched regulatory developments in the European gaming industry.
