Montenegro’s Gambling Revenue Climbs 34% as Online Segment Drives Market Expansion

(Podgorica).- Montenegro’s regulated gambling sector continued its strong upward trajectory during the first five months of 2026, generating EUR 20 million in revenue, a 34 percent increase compared to the same period last year. The growth was fueled primarily by the online gambling segment, while betting, gaming machine clubs and casinos also reported positive results.
Online Gambling Remains the Main Growth Engine
Data released by Montenegro’s Administration for Games of Chance shows that revenue from gambling activities reached EUR 20 million between January and May 2026. The figures highlight the continued expansion of the country’s regulated gaming market and reinforce the impact of recent regulatory and technological improvements implemented by authorities.
Online gambling once again emerged as the strongest contributor to overall growth. Revenue from digital gaming activities increased by 42 percent year-on-year, reaching EUR 8.7 million during the five-month period.
The performance reflects the growing importance of online channels within Montenegro’s gambling ecosystem, a trend observed across multiple European jurisdictions as operators continue to invest in digital platforms and customer acquisition strategies.
Strong Results Across All Vertical Segments
Beyond online gaming, other gambling verticals also recorded solid gains.
Betting Revenue Posts Double-Digit Increase
Sports betting and wagering activities generated EUR 4.5 million in revenue during the first five months of the year, representing a 13 percent increase compared to the same period in 2025.
The betting segment remains one of the pillars of Montenegro’s gaming industry, maintaining steady growth despite increasing competition from digital products.
Gaming Machine Clubs Deliver Significant Growth
Revenue from gaming machine clubs reached EUR 4.6 million, marking a substantial 57 percent year-on-year increase.
The strong performance of this land-based segment demonstrates that physical gaming venues continue to play an important role in the market, even as online gambling expands its share of total industry revenue.
Casino Operations Continue Upward Trend
Casino gaming revenue also moved higher, increasing by 17 percent to EUR 2.1 million between January and May.
The results suggest stable demand for casino products and further diversification of Montenegro’s regulated gambling offering.
May Revenue Surges More Than 80 Percent
The momentum accelerated significantly in May, when total gambling revenue reached EUR 4.4 million. According to the administration, this represented an 82 percent increase compared to the same month in 2025.
The sharp monthly rise contributed substantially to the strong year-to-date performance and highlights the sector’s continued expansion during the second quarter of the year.
Regulatory Reforms Continue to Support Sector Growth
Montenegro’s gaming industry has been experiencing sustained growth since the implementation of updated regulatory measures and enhancements to the country’s monitoring and information systems.
In 2025, total gambling revenue increased by 29 percent year-on-year to EUR 44 million. Authorities attributed that performance to the introduction of new rules and the modernization of oversight mechanisms designed to improve transparency, compliance and market supervision.
The latest figures indicate that those reforms continue to deliver results, strengthening Montenegro’s position as an increasingly dynamic regulated gambling market in Southeast Europe.
