Strong Interest in Finland’s Gambling Licences as 50 Applications Filed

(Finland).- Since March 2026, the Finnish National Police Board has received 50 licence applications from gambling operators, highlighting strong demand ahead of the market opening in July 2027.
Gambling Licence Applications Surge
The National Police Board’s Gambling Administration has reported that 50 operators have already submitted applications for licences since the application window opened on March 1, 2026. Each application requires a €29,000 processing fee, and the current estimated processing time is around six months.
Juha Katainen, Senior Adviser at the National Police Board, explained that applications are thoroughly evaluated based on documents such as register extracts, certificates, and reports. The process is complex, particularly because most applicants are foreign companies.
Continuous Application Process
There is no formal deadline for submitting applications, making the process continuous. However, applicants should consider the six-month processing time. Katainen urged operators to carefully follow instructions, submit only the required attachments, and avoid frequent inquiries about application status, as these slow down processing.
Market Opening in 2027
The first licences will take effect on July 1, 2027, when approved operators can begin offering gambling services. Until then, supervision and licensing remain under the National Police Board, after which responsibility will transfer to the Finnish Supervisory Agency.
Expert Commentary
According to Antti Koivula, iGaming lawyer and Finnish market expert, interest in the Finnish market has exceeded initial expectations. He noted that the situation resembles Sweden’s licensing process, where competition eventually narrowed the field. Koivula also highlighted that no operator will be allowed to go live before July 2027, except for the current monopoly operator, which is leveraging its position ahead of regulation.
This strong demand underscores Finland’s attractiveness as a regulated gambling market, while also posing challenges in balancing competition, compliance, and market sustainability.
