Casino Gambling Laws in South Carolina Stir Public Debate

(Columbia).- South Carolina’s Casino Bill aims to restore Santee Mall and drive economic growth. Lawmakers heard hours of public testimony Tuesday night on a bill that could pave the way for legal casinos in South Carolina.

Residents, educators, and community leaders gathered to weigh in on the proposed I-95 Economic and Education Stimulus Act. The legislation would establish a state gaming commission and authorize casino licenses in designated counties.

Supporters Highlight Economic Growth and Job Creation

Supporters believe the move could spark economic growth in Orangeburg beginning with a proposal to renovate the abandoned Santee Mall into a casino and resort.

“That will bring improvement to quality of lives. That will create a power base in our economy that will create opportunities for many citizens in Orangeburg County and surrounding areas,” Hayes Gainey said. 

The Santee Development Corporation, which owns the mall property, plans to transform it into a full-scale casino resort, complete with a hotel, spa, restaurant, and retail stores. Developers estimate the project would create more than 4,600 new jobs and generate over $58 million in annual tax revenue.

“It has been stated that where the poverty level is the highest, the crime rate is the highest, and therefore we can eradicate a whole lot of poverty by allowing this casino to come to Santee. Give hope, where there's a lot of people who've been in despair,” Gainey said. 

Gambling Debate: Opponents Warn of Addiction and Social Impact

However, the proposal faced significant opposition from those concerned about the potential social costs of gambling.

“These are systems that feed on desperation. They promise hope, but they deliver harm. They are built to profit from loss and to disguise addiction,” Steve Pettit said. 

No decisions were made on the bill during Tuesday's hearing. Lawmakers indicated the committee would reconvene in the future if any amendments were to be made.
