(Indianapolis).- The Indiana State Senate is scheduled to hold a decisive vote today on House Bill 1038, legislation that could unlock a significant new chapter for the state’s gaming industry with the potential development of a casino in northeast Indiana.

The measure follows the Senate’s recent approval of a substantially amended version of the bill, refining its scope and reinforcing its economic development framework. The updated proposal identifies Allen, DeKalb, and Steuben counties as eligible locations for a new gaming facility, positioning the region as a future hub for cross-border gaming activity.

A New License Model to Strengthen the Market

In a notable shift from its original intent, the legislation no longer centers on relocating an underperforming license from the Ohio River. Instead, the revised bill authorizes the creation of a new casino license derived from an unused horse-racing permit.

This adjustment not only opens the door for fresh investment in northeast Indiana but also ensures operational continuity for the Rising Star Casino in Rising Sun, preserving gaming activity and jobs in southeast Indiana. The approach reflects a balanced strategy: expanding opportunity without disrupting existing operators.

Strategic Location and Regional Impact

Local officials in Steuben County have strongly advocated for inclusion, emphasizing the county’s advantageous position at the crossroads of Interstate 69 and the Indiana Toll Road — a corridor often referred to as the “Golden Crucifix.” The location is viewed as a prime gateway to attract gaming revenue from neighboring Michigan and Ohio, enhancing Indiana’s competitive edge in the Midwest gaming landscape.

Should the bill secure final approval, prospective developers would face substantial entry requirements, including a $150 million application fee and a minimum capital investment of $500 million. These thresholds underscore the state’s intent to attract well-capitalized operators capable of delivering large-scale, destination-quality projects.

While some lawmakers continue to call for a mandatory local referendum, the broader momentum behind House Bill 1038 signals strong institutional support for a carefully structured expansion of Indiana’s gaming sector—one designed to stimulate regional growth, protect existing assets, and reinforce the state’s long-term position in the competitive U.S. casino market.
