Leadership Changes in Germany’s Gambling Authority: What’s Next?

Christian Hochgrebe, new head of the GGL board

The chairmanship of the Supervisory Board of the Joint Gambling Authority of the German States (GGL) will change on July 1, 2026. Christian Hochgrebe, State Secretary for the Interior in Berlin’s Senate Department for the Interior and Sport, will assume the role, succeeding Sandro Kirchner, State Secretary in the Bavarian Ministry of the Interior for Sport and Integration.

Kirchner, who chaired the board over the past year, coordinated its work and advanced cooperation within the authority. “Over the past year we made important personnel decisions within the GGL. We also took major steps toward digital sovereignty. Measures against illegal gambling were intensified, particularly through action against host providers and payment blocking. For the legal gambling market, the regulatory framework was adjusted to increase the attractiveness of licensed offerings,” Kirchner said.

GGL to continue joint cooperation with the federal states

Hochgrebe takes over at a time when the GGL’s structures and procedures are well established, providing a stable foundation for further development. “Going forward, it will be crucial to actively shape and review current developments and existing structures. Key issues include the upcoming evaluation of the Interstate Gambling Treaty and the adjustments that may follow, as well as the continued development of oversight for legal providers and the fight against illegal operations,” Hochgrebe stated.

The GGL will continue to carry out its responsibilities in close cooperation with the federal states, ensuring unified and effective supervision of the gambling market. Board member Ronald Benter welcomed the transition: “Our cooperation with the states has been built on mutual trust and support. With Mr. Hochgrebe as chair of the Supervisory Board, we are well prepared for a year full of challenges.”
