PlayCity's First Year Reshapes Ukraine's Gambling Market

(kyiv).- The first year of PlayCity's operations marked an important milestone for Ukraine’s gambling and lottery market.
Driving Reform Amid Wartime Challenges
In a country that continues to operate under wartime conditions, the government has prioritized transparency, digitalization, and stronger oversight in sectors that had long been characterized by regulatory gray areas. During this period, PlayCity not only managed to establish an effective licensing framework but also laid the foundation for a more predictable and manageable market environment.
Licensing Returns to the Forefront
One of the most notable achievements was the restoration of a fully functioning licensing system. Over the course of the year, the agency issued 250 licenses to gambling operators, equipment suppliers, and lottery companies. Particularly significant was the return of lotteries to the officially licensed market after more than a decade.
Combined with the launch of digital licensing through the Diia portal, these measures simplified interactions between businesses and the state while helping distinguish legal operators from illegal ones in a sector that had long lacked effective oversight.
Millions Generated for the State
The financial impact has been substantial. According to PlayCity, the gambling sector generated approximately UAH 14 billion in tax revenues for the state budget, while licensing fees exceeded UAH 2 billion.
In euro terms, this represents roughly €350 million in tax contributions, around €14 million in licensing revenues, and an additional €50 million in personal income tax generated through gambling-related activities. The figures highlight the industry's potential as a significant source of public revenue when properly regulated.
Fighting Illegal Gambling
PlayCity also intensified efforts against illegal gambling and unauthorized advertising. During the year, authorities blocked more than 4,100 illegal websites and over 700 social media accounts promoting unlicensed gambling services.
The regulator imposed nearly €25 million in fines for breaches of gambling laws, along with another €2 million for advertising violations. The process of blocking illegal resources has also accelerated, with many cases now resolved within 24 hours.
An online complaint system for reporting illegal gambling advertisements further strengthened public participation and oversight.
Digital Monitoring Takes Shape
Another major development was the launch of the State Online Gambling Monitoring System (SOMS). The first 11 licensed operators are already connected to the platform and transmitting transaction data.
This allows authorities to monitor betting activity, payouts, and refunds almost in real time, adding a new layer of digital supervision alongside traditional regulatory tools. As more operators join the system, opportunities for black-market activity are expected to shrink further.
Setting the Stage for a Mature Market
PlayCity’s first year has shown that effective regulation goes beyond restrictions and penalties. By combining digital tools, transparent rules, and systematic oversight, Ukraine is building a more stable and accountable gambling sector.
The results are already visible through stronger enforcement and increased contributions to the state budget, laying the groundwork for a mature gambling market that benefits the state, businesses, and society alike.
