Rank Group Faces £5M Fine for Serious Regulatory Failures

(London).- Three nationwide casino operators under Rank Group PLC will pay £5 million following a Gambling Commission investigation that uncovered severe regulatory, anti-money laundering, and social responsibility failures.
Regulatory Failures Uncovered Across 51 British Casinos
Three nation-wide casino operators owned by Rank Group PLC—Grosvenor Casinos Limited, Grosvenor Casinos (GC) Limited, and Gaming Group Limited, which jointly operate 51 venues across Great Britain—are facing a heavy financial penalty of £5 million following an investigation by the UK Gambling Commission. In addition to the multi-million-pound settlement, which will be directed entirely to the Government’s Consolidated Fund, the operators will undergo a rigorous third-party audit to ensure they effectively implement anti-money laundering (AML) and safer gambling policies, procedures, and controls moving forward.
The investigation highlighted multiple deficiencies in anti-money laundering compliance, including failing to update AML policies following 2020 regulatory changes, applying inconsistent risk decisions, and utilizing unclear procedures that incorrectly assigned low risk levels to high-risk customers and funds. Furthermore, the operators failed to execute enhanced customer due diligence checks when required by their own internal frameworks.
Social Responsibility Lapses and Industry Warnings
The Gambling Commission's findings also pointed to severe social responsibility failures concerning vulnerable players. Key instances included a failure to carry out safer gambling interactions with a customer during a sustained period resulting in a £50,000 loss, a total lack of records for interactions with a player who lost approximately £250,000 within 12 days after a short-lived £260,000 win, and failing to intervene with a self-excluded customer returning to play until they had already lost £25,000.
Addressing the enforcement action, Sue Young, Executive Director of Operations at the Commission, emphasized that while major enforcement cases are often associated with the online sector, regulatory risks are equally critical in the land-based market. She urged all premises-based operators to carefully review the case to avoid costly regulatory actions.
