(Amsterdam).- The Netherlands Gambling Authority (Ksa) has imposed a fine on EOD Code SRL for offering illegal gambling services. The illicit party has been offering unlicensed games of chance on various websites in the Netherlands, including Instantcasino and Skyhills. EOD Code had previously been issued an order subject to incremental penalty payments for this violation.

Record Fine of 37 Million Imposed for Illegal Gambling Activities

Investigation and Offenses

Ksa employees were able to gamble on several of the company's websites without any measures being taken to prevent participation from the Netherlands. While the initial investigation focused on Instantcasino, further inquiry revealed even more illegal gambling websites, namely skyhills.com, slotmonster.com, betiro.com, betblast.com, fastslots.com, goldenpanda.com, sambaslots.com, winningz.com, incognitocasino.com, foxygold.com, and luckypays.io.

The various websites featured multiple aggravating offenses, such as the absence of visible age verification. Visitors also had the ability to pay using cryptocurrency and anonymous payment methods, which facilitates money laundering.

Record Fine Based on Turnover

When imposing fines, the Ksa can opt for a turnover-related amount if standard fines are disproportionate to the revenue generated from the illegal offering. Because the Ksa estimates that EOD Code earned more from the wagers of Dutch players, it opted for a higher fine based on a turnover estimate. This fine against EOD Code is the highest ever imposed by the Ksa for an illegal offering.

Cracking down on illegal offerings is carried out not only through administrative fines, such as the one mentioned here, but also through intensive cooperation with third parties, including payment service providers, hosting providers, banks, and major tech companies.
