UK High Court Dismisses Legal Challenge Over National Lottery Licence, Backing Gambling Commission

(London).- Landmark ruling confirms fair competition process and clears the way for Allwyn’s long-term investment in the National Lottery.
On April 17, 2026, the High Court has fully rejected the legal challenges brought by The New Lottery Company Limited (TNLC) and Northern & Shell PLC (N&S) against the Gambling Commission regarding the awarding of the Fourth National Lottery Licence.
The claims argued that the licence had been wrongly awarded to Allwyn and should instead have gone to TNLC. They also alleged that improper modifications were made to the licence arrangements after the competition process concluded.
Following a lengthy trial held between October and December 2025, with an additional hearing in January 2026, the Court ruled decisively in favor of the Gambling Commission, dismissing all allegations.
The judgment represents a major milestone for the future of the National Lottery, confirming that the Commission conducted a fair, transparent, and robust bidding process. It also found that any changes made during the implementation phase were neither substantial nor in breach of procurement regulations.
The decision provides strong backing for Allwyn to proceed with its strategic investment plans, ensuring continuity and stability for the National Lottery under regulatory oversight.
Since its launch in 1994, the National Lottery has become one of the largest lotteries globally, raising over £52 billion for more than 670,000 Good Causes across the United Kingdom, supporting initiatives in arts, sports, heritage, and community development.
