(Victoria).- Victoria’s gambling regulator has launched a new three-year strategy that prioritises data, artificial intelligence, and intelligence-led oversight to identify gambling risks earlier and improve consumer protection.

Technology takes centre stage in gambling regulation

The Victorian Gambling and Casino Control Commission (VGCCC)  launches its Strategy 2029, outlining how the regulator will modernise its approach as gambling products, payment methods, and digital promotions continue to evolve.

The three-year roadmap focuses on leveraging advanced technology, research, and intelligence to detect emerging risks more quickly and respond before they escalate, particularly for vulnerable members of the community.

Early intervention through data and intelligence

VGCCC Chief Executive Officer Suzy Neilan said gambling operators are increasingly using sophisticated technologies to attract and retain customers, making it essential for regulators to adopt equally advanced tools.

According to Neilan, the commission will combine data analysis, research, and strategic partnerships to identify potential harm earlier, assess its impact, and take proportionate regulatory action.

She added that the regulator will continue directing its resources toward the areas where intervention can deliver the greatest benefit, including education, industry engagement, harm minimisation measures, and enforcement.

Responding to a rapidly changing gambling market

The VGCCC warns that new online gambling products, digital promotions, and innovative payment options are making gambling more accessible than ever. These market shifts create additional regulatory challenges while increasing the potential for gambling-related harm across multiple channels.

Under Strategy 2029, the commission aims to remain proactive by adapting its regulatory framework to technological and industry changes, ensuring that consumer protection keeps pace with innovation.

A safer and fairer gambling environment

The regulator emphasised that minimising gambling harm remains the foundation of its mission. Through enhanced monitoring capabilities and intelligence-led regulation, the VGCCC intends to use every available tool to ensure gambling in Victoria operates safely, fairly, and with integrity over the coming years
