(Virginia).- A Virginia Senate subcommittee has halted a House proposal to create an independent gaming regulator, highlighting an ongoing debate over whether the state should centralize gambling oversight under the Virginia Lottery instead.

A key proposal to restructure gambling regulation in Virginia has been delayed after a Senate panel voted to shelve legislation that would have created an independent gaming commission to oversee the state’s expanding gambling sector.

The measure, introduced by Delegate Paul Krizek, sought to consolidate oversight of multiple gambling activities—including casinos, horse racing and charitable gaming—under a newly established regulatory authority. However, the Senate Finance and Appropriations Committee’s Resources Subcommittee voted to continue the bill until the 2027 legislative session, effectively killing it for the current year.

Virginia’s gambling industry is currently regulated by several different state agencies. Casinos, horse racing and charitable gaming such as bingo each fall under separate oversight bodies, while other activities—including skill games often found in convenience stores and online casino gaming—remain technically illegal but widely available.

Krizek argued that the fragmented regulatory framework makes oversight difficult and outdated for a rapidly growing industry.

According to the lawmaker, consolidating regulation into a single entity would simplify enforcement, licensing and compliance while ensuring a consistent approach across all gaming sectors.

However, some Senate leaders favor a different model. Instead of creating a new commission, Senate legislation under negotiation would place most legal gambling oversight under the Virginia Lottery, expanding its authority over the industry.

Supporters of this approach say the lottery already has an operational structure capable of handling regulation, making the creation of a new agency unnecessary.

The debate over how to regulate gambling has significant financial implications for the state. Virginia lawmakers are increasingly relying on projected gaming revenue to support the state budget, particularly in a year when there is limited political appetite for raising taxes.

Both the House and Senate budget proposals include gambling-related provisions that could generate tens of millions of dollars in additional revenue.

At the same time, state officials have warned that expanding gambling without consolidating oversight could create regulatory challenges. The administration of Governor Abigail Spanberger has expressed concerns about the expansion of gaming options without first unifying the state’s regulatory framework.

The issue has also drawn major political attention from the gaming industry. Campaign finance data shows that gambling-related businesses contributed more than $14 million to Virginia political candidates across both parties during the 2024 and 2025 election cycles.

Despite the setback, Krizek indicated the effort to overhaul the regulatory structure is far from over. Negotiations continue around a separate Senate proposal that would establish a Virginia Lottery and Gaming Authority responsible for overseeing all legal gambling activities in the state.

As discussions continue, the future structure of gambling regulation in Virginia—and the potential expansion of new gaming options such as online casinos and skill games—remains uncertain.
