"Raspadinha" (Scratch card) authorized by Lottopar to operate as instant lottery

The historic gavel-striking ceremony marks the start of the instant lottery concession in Paraná. It is popularly known as "raspadinha" (scratch card), in which the player knows on the spot if their ticket has won by scratching off the hidden fields of the ticket. The company that will operate the system is Apostou.com. It signed the contract, paid a fixed fee of R$15 million and is now starting to integrate the system with that of Lottopar.

The concession has a term of ten years from the date of issue of the service order, extendable for the same period, but with a limit of 20 years. Lottery services can only be offered in Paraná, guaranteeing respect for territoriality.

This is a form of gambling in which the result is immediate. The punter knows whether or not the ticket has won by scratching off the hidden fields where combinations of numbers, symbols or characters that determine the prizes are engraved. The tickets can be physical and/or virtual, depending on the operational plan that must be presented by Apostou.com before operations begin. 

"This is a historic day for both Lottopar and B3. It's the first instant lottery concession and also the first lottery concession on the Stock Exchange. It's another important step in structuring Lottopar. We've already been accredited and fixed-odds betting is already in operation, we've hit the nail on the head with the instant modality concession and we'll soon be offering the prognostic and passive modalities," said Lottopar's CEO, Daniel Romanowski. 

"B3 is one of the largest stock exchanges in the world and for the first time it is hosting a lottery concession. The Government of Paraná has once again innovated in this process, which guarantees transparency and assertiveness," added the Secretary of Administration and Welfare, Elisandro Frigo.

"We've consolidated a project that had many stages in this instant lottery modality. From now on there is a deadline for the company to present its certificates, guarantees and operational plan so that it can start operating soon. This will be a form of lottery with great capillarity throughout the state," said Lottopar's Operations Director, Fabio Veiga.

The next stage, integration, is the connection of the concessionaire's systems with the management and payment platform contracted by Lottopar, which ensures that all operations are mirrored, in order to enable monitoring and curb events that could interfere with security, guaranteeing fairness in the bets placed.

SECURITY - As a way of ensuring even greater security in lottery operations within the state of Paraná, Lottopar continues to have open accreditation of testing and certification laboratories. Paraná already has four laboratories accredited to work with lottery operators, which are Gaming Laboratories International (GLI), BMM Spain Test Labs, Gaming Associates Europe and eCOGRA.

The main function of these laboratories is to verify that lottery products and systems comply with the standards, regulations and requirements established by the regulatory authorities and the entities responsible for the gaming and lottery industry. The certifications issued by these laboratories guarantee that lottery and sports betting services are fair, safe, fraud-free and meet the required international quality standards.

MODALITIES - In November 2023, Lottopar authorised the start of betting operations. Five sports betting sites (Apostou, Bplay, Aposta.la, Pixbet and Nossabet) are active in Paraná's jurisdiction and can be accessed via this link. In addition to the instant lottery, Lottopar will also concession and supervise the lottery of numerical predictions, passive predictions, sports predictions and specific predictions. The funds raised from the operating companies, royalties and the variable grant will be earmarked for the areas of housing, public security, as well as funding the state's social programmes.
