Brazil Creates New Committee to Monitor Sports Betting Partnerships

(Brasília) — The Brazilian Ministry of Sports has launched a Monitoring and Evaluation Committee to supervise civil organization partnerships within the National Secretariat for Sports Betting and Sports Economic Development. The move was enacted via MESP Ordinance No. 98, published September 16, 2026, in the Official Gazette of the Union.

Committee to Supervise Betting Partnerships

The new committee will be responsible for monitoring and evaluating funding agreements and cooperation agreements entered into by the Federal Government through the Ministry of Sports, specifically within the scope of the National Secretariat for Sports Betting and Sports Economic Development.

The committee will consist of three full members and three alternates, all representing the National Secretariat for Sports Betting and Sports Economic Development. Members will be nominated by the national secretary and appointed through a specific act by the Minister of Sports.

The committee chair will also be nominated by the national secretary and formally appointed by the minister.

Monitoring to Have Preventive and Remedial Role

Among the duties established by the ordinance are monitoring agreements entered into with civil society organizations, submitting proposals to improve verification procedures, and standardizing objectives, costs and indicators aimed at improving the assessment of results.

The committee will also be responsible for developing guidelines aimed at prioritizing results-based oversight and for reviewing and approving technical monitoring and evaluation reports.

The ordinance establishes that the actions will have a preventive and remedial nature, with the aim of ensuring the proper and regular management of partnerships. The procedures must be recorded on an electronic platform.

Reports to Have a Deadline of Up to 45 Days

Technical reports related to the partnerships will be submitted to the Monitoring and Evaluation Committee, which will have up to 45 days from receipt to decide on their approval.

The committee may request additional information from the partnership manager or require supplementary procedures to be carried out before making a decision on the report.

The committee must hold regular meetings once every six months and may be called to extraordinary meetings by the chair. Meetings may take place in person or by videoconference.

Conflict of Interest Rules

MESP Ordinance No. 98 also establishes criteria to prevent members from participating in monitoring and evaluation processes when there is a potential conflict of interest.

A member must declare themselves disqualified if, during the previous five years, they have participated as a member, cooperative member, executive, board member or employee of the civil society organization involved in the partnership.

The disqualification also applies when the participation constitutes a conflict of interest under Law No. 12,813, dated May 16, 2013, or when a spouse, partner or relative in the direct or collateral line, or by affinity up to the third degree, is involved under the same conditions.

In such cases, the member will be replaced by the respective alternate.

Committee May Rely on Expert Support

The committee will have a minimum quorum of three members, and its decisions will be taken by a majority of the votes of the members present.

The ordinance also allows the Monitoring and Evaluation Committee to request technical assistance from experts who are not members of the committee to support its work.

The measure entered into force on the date of its publication and establishes a specific framework for overseeing partnerships linked to the National Secretariat for Sports Betting and Sports Economic Development.
