Brazil's Fabio Macorin Elected to IAGR Board of Trustees for Gaming Regulation

(Las Vegas).- Fabio Macorin, Deputy Secretary of Brazil’s SPA, has been elected to the IAGR Board of Trustees, bringing extensive regulatory and law enforcement experience to the role.

Fabio Macorin, Deputy Secretary of the Secretariat of Prizes and Betting (SPA) at Brazil's Ministry of Finance, has been elected to the International Association of Gaming Regulators (IAGR) Board of Trustees, bringing to the Board extensive experience in law enforcement, financial crime prevention, regulatory oversight, and the development of Brazil's newly regulated fixed-odds betting market.
At SPA, Fabio Macorin plays a leading role in the implementation, supervision, and enforcement of the country's federal regulatory framework for fixed-odds betting.
Since joining the Ministry of Finance in 2024, he has been directly involved in implementing Brazil's new betting regulatory framework, with a particular focus on monitoring authorized operators, combating the illegal market, strengthening anti-money laundering and counter-terrorist financing controls, and coordinating enforcement efforts with other government agencies and private-sector stakeholders.
"Fabio's appointment brings to the IAGR Board of Trustees an important South American perspective at a time when the world's regulators are confronting similar cross-border challenges," said Ben Haden, President of IAGR. "Brazil has undertaken an ambitious regulatory transformation in a remarkably short period of time, and Fabio's experience at the center of that process will provide valuable insights to regulators across our global membership."
Before joining the Ministry of Finance, Macorin spent 17 years with the Brazilian Federal Police, including a decade dedicated to investigating and preventing banking and financial fraud. This experience has shaped his approach to betting regulation, particularly in anti-money laundering, financial monitoring, illegal market enforcement, and inter-agency cooperation.

Brazil's regulated fixed-odds betting market formally entered into operation in 2025 and has since become one of the most closely watched regulatory developments in the global gaming and betting sector. Macorin, who previously served as Undersecretary for Monitoring and Enforcement, has been directly involved in initiatives to combat illegal operators, strengthen cooperation with financial institutions, telecommunications providers, and other government authorities, and develop data-driven tools for regulatory supervision and enforcement.
Commenting on his election, Fabio Macorin said he was honored to join the IAGR Board of Trustees and to contribute Brazil's experience to the Association's international work.
"Brazil has learned enormously from the experience of regulators around the world while building our own regulatory framework, and I see IAGR as one of the most important forums for this exchange of knowledge," Macorin said. "Although each jurisdiction has its own legal system, market characteristics, and regulatory priorities, many of the challenges we face are increasingly global. Combating the illegal market, preventing money laundering, protecting consumers, and ensuring the integrity of betting require greater cooperation among regulators across borders."
The Deputy Secretary will also participate in the IAGR Annual Conference in Lima, Peru, October 19–22, where regulators and industry stakeholders from around the world will discuss emerging challenges and opportunities for gaming regulation.

The theme for the IAGR Annual Conference, "Steady hands, shifting ground: Advancing regulation in a connected world," will examine how regulators and stakeholders can improve regulatory oversight as technology, markets, and risks continue to evolve. Sessions will focus on strengthening cross-jurisdictional cooperation and developing more effective regulatory responses to the rapidly changing global gaming environment.
