EGBA Names Pierre Tournier Interim Secretary General

Leadership Change at Europe’s Online Gambling Association

Haijer will leave EGBA after nearly two decades with the organisation, having joined in 2008 as Director of Regulatory Affairs before becoming Secretary General in 2013.

During his tenure, EGBA strengthened its position as a leading industry voice in Europe’s regulated online gambling market. The association expanded its engagement with European Union and national authorities and advocated for safe, competitive and well-regulated multi-licensed markets.

EGBA also played a role in the opening of several European markets to regulated competition and established the annual European Safer Gambling Week initiative, focused on responsible and sustainable gambling.

Maarten Haijer Reflects on EGBA’s Transformation

Reflecting on his departure, Haijer highlighted the significant transformation of Europe’s online gambling sector during his time at the association.

“The European sector has changed almost beyond recognition during my time at EGBA – from pioneering start-ups to world-leading digital entertainment providers, with licences across the globe.”

Haijer also pointed to the progress achieved in establishing a stronger environment for both operators and players, while acknowledging that challenges remain for the industry.

“It has been a privilege to lead EGBA and to work alongside our members, colleagues, partners, regulators and policymakers towards the common objective of a safe and sustainable online gambling sector in Europe,” he said.

Haijer added that he is leaving EGBA “in a strong position and in very capable hands” and expressed confidence that Tournier and the organisation’s team will continue the association’s recent momentum. He said he will announce his future plans shortly.

Pierre Tournier to Lead EGBA’s Regulatory Agenda

Tournier brings more than 15 years of advocacy experience in the betting and gaming sector, having held senior roles at the Betting and Gaming Council (BGC) and the Remote Gambling Association (RGA).

He joined EGBA in November 2025 as Senior Director and has since led several strategic initiatives, including coordination with national and international trade associations and the organisation’s response to the expansion of Europe’s illegal online gambling market.

As interim Secretary General, Tournier will oversee EGBA’s activities on the regulatory and policy issues affecting Europe’s licensed online gambling sector.

Illegal Gambling Identified as Key Industry Challenge

Tournier described the leadership transition as taking place at a critical point for the European gambling market, particularly as regulatory frameworks continue to evolve and illegal online gambling grows.

“I take on the role at a pivotal moment: Europe’s regulatory landscape is evolving quickly, and the growth of the illegal market remains the biggest threat to players and to the regulated sector alike.”

He said combating illegal gambling will be central to EGBA’s agenda, alongside efforts to raise industry standards, encourage regulatory best practices and contribute to policy discussions shaping the sector’s future.

Tournier also paid tribute to Haijer, describing his contribution as an “outstanding work” and acknowledging the scale of the legacy he leaves at EGBA.

EGBA Represents Major Licensed Online Operators

EGBA represents leading online gambling operators that are established, licensed and regulated within the European Union. The association works with EU and national authorities and other stakeholders to support a regulated market designed to protect consumers and direct gambling demand towards licensed operators.

Its player-protection initiatives include European Safer Gambling Week, which brings together industry stakeholders to promote safer and more sustainable gambling.

EGBA members collectively hold more than 400 online gambling licences across 22 European countries. In addition to national licensing and compliance requirements, members adhere to EGBA standards covering responsible advertising, anti-money laundering and player protection.

Together, EGBA members account for approximately 30% of Europe’s online gambling gross gaming revenue, giving the association significant representation within the continent’s regulated online gambling market.
