Italy’s ADM Unveils 2026–2028 Investment Plan: €7.3 M Set for Gaming Oversight and Digitalization

(Rome).– The Customs and Monopolies Agency (ADM) has updated its investment plan for the 2026–2028 period, confirming a strong focus on the gaming sector. The overall program allocates approximately €293.6 million, with a significant portion dedicated to system digitalization.
For 2026 alone, over €68 million will be invested in the evolution of information systems. Of this, more than €7.3 million is directly earmarked for the gaming sector, with further increases projected for the following year.
Technological Strengthening and Administrative Management The initiatives focus primarily on reinforcing technological tools to support oversight activities and administrative management. The goal is to guide the entire industry—from land-based to online gaming—toward greater digital integration and a more effective response to new regulatory requirements.
Regarding land-based gaming, the plan includes updates to platforms dedicated to the management and control of amusement machines, as well as enhancements to the bingo system and operator registries. These actions are part of a broader effort to reorganize and modernize the sector.
Focus on Online Gaming and New Concessions On the remote gaming front, the plan includes significant adjustments in preparation for the upcoming licensing tenders. Key innovations include updating the registry of gaming accounts, revising indicators to identify suspicious betting flows, and enhancing overall monitoring tools.
The Power of Data Analysis Data analysis will play a central role moving forward. The Agency aims to develop more advanced systems to detect anomalies and irregular behavior, thereby increasing the effectiveness of its supervisory activities.
In conclusion, the plan confirms the centrality of the gaming sector within the ADM’s strategic vision, with targeted investments designed to foster technological innovation, strengthen controls, and support the market through a phase of profound transformation.
