The KSA has reinforced monitoring efforts ahead of the 2026 FIFA World Cup, warning licensed operators to follow strict advertising rules, protect vulnerable players, and comply with betting restrictions or face immediate enforcement action.

Operators reminded of advertising restrictions

The KSA is intensifying its supervision of advertising and sports betting activities during this summer’s World Cup. Ahead of the tournament, licensed operators in the Netherlands received a formal reminder outlining the regulations governing betting promotions and marketing practices.

In its communication, the KSA highlighted key restrictions, including the ban on untargeted advertising and sports sponsorship activities. The regulator also reminded operators that not all forms of online betting are permitted in the Netherlands.

Certain betting markets remain prohibited

The KSA stressed that specific betting options remain off-limits under Dutch law. Markets such as wagers on who will receive a yellow card or who will take the first corner kick are prohibited.

The regulator warned that any violations of these rules would trigger immediate enforcement measures.

Focus on illegal operators and youth protection

Beyond monitoring licensed operators, the KSA is also increasing vigilance against illegal gambling providers and unauthorized advertising campaigns. Authorities indicated that enforcement action would be taken immediately against any unlawful activity detected during the tournament period.

The regulator additionally plans to raise awareness about the risks associated with sports betting, with a particular focus on younger audiences and vulnerable groups.

Regulator warns industry to remain responsible

Michel Groothuizen, chairman of the Gambling Authority's board, said:

"We saw during the 2022 World Cup and the 2024 European Championship that betting activity increases significantly. That naturally creates incentives for operators to attract new players during these events. While I understand that, I urge the industry to continue prioritizing the protection of young adults and other vulnerable groups and to comply with applicable regulations. If we see this is not happening, we will act immediately."
